The Region of Veneto, with the art. No 12 of LR 4 / 2008 (related to financial 2007) introduced the art. A. No 79 in the AL 61/1985, in the text you back
"Article 79 bis - preventative and protective measures must be prepared in the buildings for access, transit and execution of maintenance work at height safely.
1. For the purposes prevention of accident and projects relating to construction projects involving new construction or existing buildings must include documentation in the claim concerning the qualification or the complaint of commencement activities, appropriate preventive and protective measures that permit, even in the subsequent maintenance phase, access, transit and execution of work at height safely.
2. For the purposes of paragraph 1, the Regional Council adopts a provision to which technical guidelines on preventive and protective measures.
3. The failure to include the measures referred to in paragraph 1 shall constitute obstacles to the release of the concession or authorization to construct and prevents also the useful time-limit for the effectiveness of the complaint commenced activities.
4. Municipalities adapt their building codes with the instructions of the measure referred to in paragraph 2, including providing adequate controls on the actual implementation of the measures also for the issue of certificate of habitability. "

In implementation of this law, the Veneto Regional Council adopted the resolution No. 2774 of September 22, 2009 (published on 20.10.2009 Bur), by which it adopted the" Technical Instructions on the measures prevention and protection must be prepared in the buildings for access, transit and execution of maintenance work at height safely. "

The resolution shall refer to the municipalities the task of adapting their techniques to such instructions building regulations , including providing adequate controls on the effective implementation of measures, including for the purpose of issuing the certificate of habitability.
