On October 14, 2010, together with Domenico Finiguerra we heard the experience of Cassinetta Lugagnano city whose mayor has adopted a different TMPs.
A PGT set the appearance of the locality, and respect for the geo-morphology where human settlement is located. It is a real discovery Cassinetta visit, between the rural and the typical landscape and environment, those who come to this country on the outskirts of Milan feels like entering another world, pervasive.
The size in which it appears, however, is the Province of Milan, with all the issues on the transformation of the territory of a non-urban, and provincial, but also regionally.
The city of Milan has a PGT (Adopted) that within a couple of months to enter the scheme, and this Plan provides for the transformation according to a new "model" town planning, which was not thought by the planners: the to Densification ..... to build a city of 2,000,000 inhabitants.
In this regard I would like to introduce some significant data, namely the comparison of ICS (indices of loss of land) in Milan, Paderno, and Cassinetta Lugagnano, beginning just from the latter:

The threshold of compatibility (of the construction compared to the resource area, free) by which contain urban growth PTCP is established by the Province of Milan in the order of 45% of the province.
This goal is clearly ambitious, falls significantly below the 55% which according to scientific references is the alarm threshold beyond which no longer guarantees environmental renewal.
Paderno is the limit, should start the recovery process of that resource (finite) which is the territory. Milan is unlivable, beyond the threshold of common sense.
And the issue of land use should be an important indicator that the government plan of the Territory should be imposed to check in every area of \u200b\u200bTransformation.
In communes in the province of Milan should be envisaged that the future urban development (where applicable) can be directed toward the concentration of settlements, that is along the lines of force of public transport for example, in a proper and organic relationship with the mobility. This system may contain the push for urban sprawl, also because of further use of the land needed for the infrastructure works that follow, but should be organized in a precise pattern.
In this scenario, the green areas are contiguous and the theme of re-use of urban space object should necessarily go to improve the current status. Why s is the average limit of the ICS and the Province of Milan is 55% then all actions must demonstrate to come to occupy less and less territory.
This does not mean stopping the sector in fact, means developing a more open city, with a coverage ratio buildings on the lot less, so as to leave new free areas.
Perhaps a city higher, but less widespread.
This is a fundamental principle to say Stop the use of land.
